In most jurisdictions in this country, any police department has the expertise to inspect and advise on car seat installation and use, or will gladly point you to someone who can do it for you. DO THIS!
They can advise not only on proper installation and safe use, they will tell you if your seat is safe, recalled, etc.
In Vermont, ANY state police barracks will inspect car seats, and most local police have been trained as well. They all participate together on car seat inspection events around the state regularly.
Also, some car seat retailers have been trained by the police - but FIND the individual who has been trained, not just somebody who sells car seats.
AND NEVER BUY or USE a used car seat if you don't ABSOLUTELY know its history. A car seat must never be used after it's been in a crash.
and NEVER put your child in a vehicle without proper restraint - not only do you know they're safer, but it becomes routine for life.
