H2O helps cool the core of the turbo, nothing really sophisticated controlling it. Coolant is actually used, it is either fed off the top of the intake manifold or the side of the cyl head. In your case w/ the 86, I believe your cylhead is not predrilled/tapped so you would need to feed it's off the intake mani. The coolant is then fed to the turbo and from the turbo dumps the coolant in the lower radiator hose. The coolant helps prolong the turbo's life by preventing coking and breakdown of the oil. It also helps prevent a bit of the heat transfer from the turbine to the compressor side.
For the OEM Mitsu, you will need the proper OEM piping from the intake to the turbo and then the proper OEM piping to the lower rad hose(including the lower rad hose). Or you could fabricate your own hoses.
If you like your current turbo's performance, you could always exchange it for a h2o cooled Garret core and figure out the piping.
