If I were you, I don't think I'd bother buying a turbo on which the turbo isn't functioning. Almost any older Saab, if inexpensive, is going to have some problems (the heated seats are a common one), but major mechanicals should be OK. If you're thinking of a $1500 car that likely needs $2-3k in work, I'd say you're probably better off getting a nicer car initially for ~$3k. Of course, there are no guarantees. You could buy a pricey used Saab and still have to put big bucks into it.
FWIW, I bought a '90 900S (black with tan, hatch) w/154k for $1800, in really good shape, though I did have to put in a clutch recently (less than $400 w/labor!!).
If you're dead set on a turbo, find one that works. If the turbo isn't that important, I think the S is a great daily driver for most people, and generally much cheaper used.
