Turn it clockwise and pry the piston in with a flat heat screwdriver. I usually turn/pry it in enough to get the outer pad installed. THen keep turning/prying until there's enough clearance to fit the inner pad in. I'm not sure why it wouldn't move inward if you're turning it. It should be a 10 minute job. Be sure the e-brake lever is fully extended. I spray lube on the ebrake lever shaft where it goes into the caliper to hopefully prevent corrosion and keep it from siezing up.
