The resistor may help, but the root problem is that the sensor is bad. Was the 2nd one you tried used? If so, it's probably bad also.
The design of those sensors is pretty lame - it's just an oil-pressure sending unit with a few small mods. Inside there's a coil of resistance wire with a copper contact that slides along it to vary the resistance according to the boost pressure. The resistance wire wears or the contact gets a little dirty and presto, you've got a flaky APC system. Fuel-gauge senders are designed the same way and you know how they can develop a "personality" sometimes.
Anyhow, my recommendation would be to bite the bullet and get a brand-new sensor, it's the best fix. Then you can mess with putting resistors across it to increase the boost, but I didn't tell you that ;^)
