I assume you have the 8 valve engine with CIS fuel injection system.
It took me many years to figure out excactly what the CIS system needed to function properly. Saab also came out with a fix for all the cars before 1987, which included new injectors and warm up regulator.
It takes about one full hour to go over and adjust all the different parameters that makes the car start up good, and it could be needed to replace some of them too. And the car needs to sit over night at the shop so everything can be verified when cold.
Adjustments is as follows.
Clean throttle body and adjust base idle with keeping the idle screw as far in as possible( adjust stop screw at throttle arm),
check and adjust cold start pressure at warmup regulator, check and adjust (open up as much as possible) the air aux valve,
check and replace thermotime switch and thermo cut off switch, check/repair all vacuum leaks,
Check/replace vacuum switch for acceleration enrichment,
check so that coldstart valve receives power from starter at cranking, adjust fuel mixture when hot to about 35-40% duty cycle.
that should take care of most coldstart problems.
