Pre pump fixed it. At or below the 1/4 tank level it wanted to buck and sputter. When I jumped the fuel pump relay terminals to go back to the pump and check for voltage, I noticed the sucking air/frothing noise, which I later learned was my main fuel pump starving for fuel due to pre-pump failure. The main fuel pump sits in a little plastic reservoir and does not directly draw from the bottom of the gas tank. That's the pre-pump's job.
The pre-pump also lives in the plastic canister w/main pump, draws directly off the bottom of tank through a filter sock, and feeds the main pump--which gives pre-pump its other name, feed pump--constantly. Before '82 1/2 or early '83 (I think) there was only a main pump, though. But sounds like the pre-pump to me!
