Cooling system questions

Is it possible for the car to run too cool? After I replaced the radiator last october, the temp. guage dropped to about 40% on the highway. I replaced a hose last week, now during suburban stop & go driving, it goes to about 55-60% at a red light, and then nose-dives to 35% once I get to 30 mph. Is this kind of temp. swinging going to loosen all the gaskets and seals?
Also, is it acceptable to loose small amounts of coolant at the hose connections, in the same way that a rear main seal oil leak is no big deal? (especially if the car cools as described above.) Your thoughts are appreciated. '92 base 131k miles.
