The rack limits the steering angle. If you can steer farther in one direction vs. the other, then you may flex the outer CV joint too far, or maybe pull a brake hose apart.

Remove & reinstall the steering wheel so that the steering wheel can steer the same amount in both directions. Then lengthen one tie rod & shorten the other by the same amount to steer straight down the road. Now your toe might be slightly off, so take it for alignment & have them lengthen or shorten both sides equally.

The measurement to the locking nuts (RS's note) is true ONLY IF both of those nuts are identical. If one nut is thicker than the other, or the tie rod ends are not the same, then they SHOULD be different to account for that. When I replaced my rack, it came with nuts which were thicker than the old ones. I'd rather measure to the surface of the nut which is against the rod end.

The real purpose is that the distance from the inner ball joint to outer ball joint is the same. There's just no good point to measure to other than the face of that nut. When I saw that "specification" in the SAAB shop manual, I was surprised that it didn't mention the nuts & ball joints had to be identical for it to make sense.
