There's an amplifier bolted to the back of the EQ. My guess is that the power amp and antenna are not receiving the "turn power on" (+12v) signal, which is sent out by the head unit. There are only three wires hooked up to the antenna. One should always have +12v, or at least have it when the ignition is on. One is for the ground connection, and the third carries the "turn power on" signal. If you connect this to +12v, the antenna should activate and extend.
The EQ is part of a loop where the signal is sent from the head to the EQ, and then back to the head before it is sent out to the amp, which drives the speakers. The EQ loop consists of two "umbilical cords" which have circular multi-pin DIN connections. I think there is a third cable which runs to the amp.
