fuse 22 keeps blowing after wet snow storm driving...

I was driving in 6" of snow (well it was really) (yesterday it was 70 F but snow today). I was making a turn - used no brake or anything as i was going a snail's speed. I turned right only to hear a squeel then no squeel and then dash lights (battery, and brake fluid) I pull over and look under the hood - I see belts are intact as well as my ground wire on my alternator so I get in turn the car off and restart. Suddenly it acts normal - super. I drive and get to about 1000 rmp and suddenly battery light pops on again - I just look down and no tach. I drive home with as little power consumption as possiable - 5 min drive so I was ok. But I found that fuze 22 had poped - I replaced it and it poped again as soon as I got it above 1000rpm. Is this just a electrical short from water or what? My car is a 85 and like most 85's it has the shielding chipping off the wires causing some to be bare (my original thought was water got between the bare wires and caused a short / fuse pop. I looked at bentley and it says 22 is part of tach and battery charging. any ideas
