I would say NO! unless they drove the car and noted them as such. It's my understanding that you can't really tell they're bad just from looking at them.

Anything is possible but, I don't see how/why they could have done so. removing and replacing the tie rod ends has nothing to do with the wheel bearings that I can see.

Sounds like just being a case of bad timing, however it's ironic that you started hearing the noise a week or so after they did some work in that general area. That's why I said anything is possible..

One per side
You say the car has 230,000+ mile on it, and chances are these items are way pass their life expectancy. If theve lasted this long I'd say that a plus. Most here have replaced these items way before then, don't weat it though, this type of work you can do yourself if you wish to, and plenty of olks here can help you through it. It's not that hard and alot of these small suspension pats are fairly cheap. I rebuilt the entire suspension on my car over a weekend and for less than $500
