It is the design of the pulley which will allow slippage over time. It is not at the alt pulley. The crank pulley is designed with a center metal ring and then there is a mdeium of rubber/poly pressed between the inner ring and the outter ring which has the grooves for the belts. Oil, and time are thing whihc break down the rubber between the two rings. The rubber is not too think really, just enough to absorb engine vibrations from the crankshaft. When the rubber get to a point, the outter ring will begin to slip (turn at a lower speed) than the inside ring. Usually the squeeling that is heard is one of the disks turning against the rubber piece.
When I had mine replaced, after it was out of the car, I could easily turn the two rings in different directions. The only thing that was keeping the alt,power steering, and wp going was the tention of the belts pulling the rings together on the lower part of the wheel.
