It doesnt flip back. But it does slide forward and back about an inch or so. You have a choice of mounting it frontwards or backwards. Backwards meaning the cup holders slide out to the rear towards the rear passenger seats. I opted to install it this way so as not to have any coffee cup leaks dripping down onto the key hole.
Its a little awkward at first getting used to angling your arm to get the key in to start the car and to click your seatbelt on but you do get used to it (my wife does not like it at all however). The cup holders (2) are each different sizes and each have a metal bracket that can drop down to provide bottom support to your cup or can. Larger cups dont require the metal support bracket so you can flip it up out of the way.
It is the best solution I have found for driving with coffee in the morning. I am very happy with it, if just for the fact that it allows arm support while driving.
