This problem, if yours is a sedan or convertible, which use the same type of taillight cluster, is quite common to older SAABs. I only know this due to the TSN Frequently Asked Question on that. Copy and paste this URL: http://saabnet.com/tsn/faq/ground.html
As an alternative (when I checked the FAQ page, it's info link didn't work) I'll link the Townsend Imports webpage about fixing the taillight ground. It gives step-by-step parts list and procedure.
In a nutshell, there is a grounding problem causing the signals to go haywire. It involves something about the printed circuit board aging/deteriorating. The cure is located on the FAQ page. I haven't owned a sedan or CV SAAB, so I haven't experienced the problem firsthand. Good luck!
