Hi, John
I believe your Saab has the same belt configuration mine does, which consists of four belts. Two (twin) belts are closest to the engine, and drive the waterpump and alternator. The next belt outward toward the firewall is the power steering pump belt. The last (outermost) belt is the one that runs your air conditioning compressor.
All four belts are driven from one massive pulley down on the bottom of the engine. It's hard to see, but with a flashlight, looking in from either side of the car, you can follow the belts down and see that big four belt pulley.
If one of those inner belts lets loose in there, it is likely to cause problems with the other belts. I believe your steering problems came about because a piece of the water pump belt caused the power steering pump belt to bind, stretch, slip, or jump track. It's possible that belt is damaged now, and your power steering pump isn't getting turned. I think it's much more likely the problem involves the pump than your rack. Racks do go bad, may leak or bind -- but it seems too coincidental that your steering problems happened right after you had a belt separation for me to suspect the rack as the most likely cause.
Changing the power steering fluid wouldn't hurt -- you should do it every few years if you haven't. It's not hard to do at all, as I recently found out. But before you do, check your power steering belt, make sure it's in the proper groove on the drive pulley, and make sure your pump is working.
