I just went outside and poked around under the hood- looks like the square "pads" where the hinges meet the hood are spot-welded at the corners. It also seems that this was done before the hood was painted. You're correct that there are two layers of metal, and the "pads" are welded to the inner layer. So my point (or lack thereof) is- ask an experienced welder or two. They should be able to tell you what will work, and whether or not welding would endanger your paint. Maybe there's a way to work a few small nut/bolt fasteners in there.
You're not kidding about SPG's around here- there's an '85 SPG at the end of my block, and I've seen a red one around town lately. I even saw a green one on Broadway (Kingston) last week.
