1) Check fuses - see, you knew that one! (grin)
2) Most likely, your freon has leaked out of the system. The compressor won't come on unless there's some there. Suggest looking through the posts here - there's many a writeup of how to test whether the compressor is still in a working state - here's a quick one I found:

As far as tackling A/C systems - it all depends on how green you are. They aren't horribly complicated, though some tools do make the job easier (gauges and vacuum pumps) and one is supposed to have some kind of refrigerant collection device to keep the refrigerant from hitting the air. But hey, it sounds like all yours is already in the atmosphere.

If you take it to a technician, you'll usually be out some serious money since they'll suggest replacing hoses and other components that may be damaged due to the leak (which can allow moisture into the system...this is technically bad) - this is the "right" answer, though it will certainly seem like they're trying to milk you for all you're worth. If you're cheap, and don't mind having the refrigerant slowly leak - requiring you to top it off regularly - then you can just add a can or two yourself and fend off the nasty bill for fixing it until later. The leak will likely get worse over time, but at least you'll be cool for just a few bucks until you decide the cost/refrigerant ratio is getting silly.
