I have a similar wire on my 82. The wire on my accelerator bracket runs to a screw on the wheel fender. I believe it may serve as backup to the intake manifold grounding. The intake manifold is bolted onto the cylinder head. Any number of sensors (accelerator position) are attached to the throttle body/intake manifold which require grounding. It's my guess it was determined that additional grounding was required. Considering that the intake manifold is seperated from the head by a gasket and the only head to manifold grounding is through the bolts, perhaps the optimal grounding lessens with time and oxidation at those bolt contact points, thus requiring backup.
