Low oil pressure question/oil filter not full.

I'm getting discoraged & need some insparation.
I resently bought a 85 900 T16V with 290.000miles I figured at a minimum its a great parts car..
The 5 speed trany is replaced & tight, recent turbo replaced no boost. Oil pump replaced, body & interior is nice.
It has noisy cam followers. I fixed the vacuum leaks it runs alot better.
It needs a head gasket (oil in Coolant)
The oil tubes for the cam & followers where loose & cracked so I bought the head gasket kit & fixed them up. The cams look ok.
I then changed the oil, a long chunk of red silicone came out. I see they used red silicone to seal the trany/engine
(same kind of chunks on the outside falling off). The oil was nasty. To finish the oil change I took the oil filter off but no oil came out like usual the filter was only half full, weird. I'm thinking screen in the bottom of the pan is plugged with sealant or could the pressure valve be stuck?
The motor sounds better, the end followers are still noisy . The oil light flickers some at an idel. Can there be any oil pressure with the filter half full? What does the oil filter half full mean? Maybe the motor is woreout but it dosent sound bad & no smoke. The last repair done before I got the car was the oil pump but the oil pressure still isnt right. I Guess its time to pull the motor.
Or should I start looking for another motor? It would be good to get this motor driveable Till I find another parts car. I'm not real excited about running the motor anymore till I figure out what to do next. All your ideas are apreciated.
