That's a check valve, to prevent fluid from draining down & dribbling out the headlight washers. It's seal is a rubber membrane like rubber-glove material, sometimes it tears. Take it apart like Peter says, cut new rubber disk from a glove or something. Or... new valves are cheap, check the sponsors.
Squeaking in the steering wheel... Sure its inside the car? If so, its not PS fluid, pump, or rack, because that stuff is all in the engine compartment & the noise would be in there.
Do you have airbags? I don't, but there has to be something to make the electrical connection to the bag/squib. That's probably making the noise. Don't mess around until you have a Bentley manual. You don't want to set the airbag off if you are holding a wrench between the steering wheel & your face.
