The ABS system is made up of a lot of components - ABS pump, valves, sensors, and yes, controller (computer).
When the ABS system turns on, it does a self-check. If it senses something out of what, it disables itself and turns on the ABS light. It also does self-test while driving, and if it detects a fault, the same thing. The ABS system is designed so that when it turns off, you don't get ABS, but you get normal braking, just like in a non-ABS car.
The only issue is the ABS pump. It provides pressure for the ABS AND brake boost. If the brakes seem fine, then the ABS pump is OK. You would know lack of brake boost when drivign the car - the pedal would feel like a block of wood, and braking distances would be waaaay long.
The most likely problem is a bad ABS sensor. The controller detects this at start-up and lights the ABS light. Not uncommon. It could be as simple as a poor connection that'll be fixed by cleaning the sensor connector. It may require a new wheel sensor (one sensor at each wheel). It could be something more serious, like a problem in the ABS valves - that would be more expensive.
I'm curious why an otherwise well maintained car didn't have this fixed. Something is amiss At least the owner should have brought it to a dealer and have the Fault Code read out of the ABS computer. Maybe they did it, and found out it was more expensive than they wanted. Maybe they never had the code read, but just called the dealer and got scared by the prices quoted. If you call a dealer and say "something is wrong with the ABS, how much to fix?" they'll tell you $1000 to $2500. That's the worst case. But I would want to know if the owners know something they don't want to tell you.
If the fault code points to a bad sensor, it wouldn't cost more than a hundred or two to fix. And it might be much simpler. But you can also drive the car forever with the ABS not working. You just will want to know why.
Again, I worry about an otherwise nice car with one glaring problem. What else haven't they talked about? I have a hard time believing that someone took very good care of the car, but decided to ignore one major problem for a while.
