There's a good chance that either of these two things was the cause of the stalling at stops:
Bad dashpot - this is the little flying-saucer chaped thing in front of the throttle bellcrank. It's supposed to let the throttle close slowly instead of slamming shut. These fail after a decade's use.
Bad diaphragm on the Turbo Bypass Valve (affectionately called the "Hooter" valve because of the noise it can make under some conditions.) When the diaphragm is bad, it won't open and recirculate pressurized air from the turbo when you close the throttle - it basically stops the turbo and stalls the engine. An easy diagnosis is to trace the vacuum hose from the hooter valve (under the distributor, on the intake duct) to the intake manifold. Suck on it and see if it holds vacuum. If it doesn't, there's one of your suspects.
It's also probable that you have a bunch of deteriorated vacuum hoses and old rubber parts. These are easy to replace and will make a big difference in the way your car runs. Same with simple things like replacing the plugs with the right ones and doing cap & rotor replacement and spark plug wire replacement.
Do not give this guy any more money. We can talk you through any diagnoses and the simple repairs that I mentioned above here on this board.
APC box doesn't fit into these problems at all - it controls turbo boost above 2500 RPM or so engine speed.
Yeah, if you want to fly me out for a day or 2 (it's been too humid in ATL for me right now), I'll be glad to bring my tools and take care of it :-) I'd even bring some known good parts from my defunct '88 900T to do a diagnosis swap. It's rare that an LH 2.2 ECU goes bad.
