I know that the windshield wipers return to their rest (or "park") position (and motor which drives them returns to its rest position) becuase there is a switch on the motor controlling this (I forget its name and only know about it in theory, not from ever having taken apart a wiper motor).
This switch senses when the motor is NOT at its rest position and supplies voltage to the motor (i.e. switch remains closed, completing the circuit) despite the fact you turn off the wiper stalk on your steering column UNTIL WIPER MOTOR REACHES REST POINT. (Sorry, I'm not yelling there.) I imagine it's some type of cam on the motor which bears against "flap" type of electrical contact, completing circuit when motor isn't "at rest."
It sounds to me like that sensing switch may be the cause of your wiper woes. I've never pulled any part of the wiper motor or mechanism, so I can't comment on specifics. I know that I have the same wiper problem at times on my 1976 Chevy K10 pickup, for what it's worth. My '84 900S hasn't developed that problem (thankfully).
