When the turbo goes bad, the seals inside have failed and are letting oil pass through. The best way to determine this is to start the car when it is cold and let it idle for about 5min. When it starts to warm up, any passing oil will burn, and you'll get a nice black cloud coming from the tailpipe.
Turbo whine is normal, and there are old things that will make noise under higher boost. In my '89 SPG, I have a vacuum line that will squeal like a a balloon does when you stretch the end while the air is coming out. I attribute this to an old hose that squeezes together when the vacuum becomes too great. Personally, I like it as it is another part of my car's character.
