Try switching the bulb holders to see if the problem is the bulb holders or the wiring(film) to the socket. if you're lucky the problem will be with the contact tabs on the bulb holder, which can be bent to maek better contact. if not, you may have a break in the printed circuit. Then your options are to replace the printed circuit film(expensive) or try a repair if you can pin down the break. Repairs are possible if you use a repair kit for rear window defrosters. you can paint on the metal to restore the printed circuit path. if you are very careful and avoid flexing the plastic film, the repair can be permanent. Of course to do this you must remove the instrment cluster. good luck.
