FPR ? - why does my car run better w/ vac hose off?

I noticed that my old vac hose was cracked and almost completely off the FPR. I grabbed some new hose and reconnected it the proper way. After driving with it hooked up the way it should be, my idle started fluctuating between 600-800 rpm and the check engine light came on. The exhaust was stinky too - like it was running too rich.
After 2 days of driving like this, I disconnected the hose from the FPR and all of the symptoms cleared up.
So - what's going on? Why does it run better with the hose off?
