If the cap is not closing properly the system won't pressurize and its possible to get what appears to be air in the system. Are your radiator hoses getting good and firm when hot and staying that way for a while after shutdown? If your coolant is not going down I'd wager your gasket is fine. Water drops out the tailpipe on cold starts is pretty normal especially if humidity is high. When the car is shut off, as the exhaust cools, it sucks in (backwards) outside air and any moisture in the air is trapped till the exhaust gets hot again.
I made a coolant system/cap tester from a plastic "T" fitting, a tire valve, a piece of hose, and a couple clamps. Put it in the little line from the radiator to the resivoir and pump it up with air. This lets you hear the cap open (say 10-20 psi) and check for leaks with the car off. You can even pull the plugs and watch for collant running into a cylinder if you suspect that type of problem.
