The prevailing knowledge around here suggests that along with the fuel injectors, which are supposed to tick, there is also a common ticking noise after cold start, which usually goes away after a few minutes of driving. This is attributed to lifters, and is thought to be ok...you'll notice it less (in my experience) after you change your oil/filter, and more when it's coming up on time to change your oil/filter.
Hard to say on steering without feeling what you mean. That's quite low mileage for a '90. If it seems well cared for, definitely don't hesitate to spend the $100 to have a professional saab specialist (ask around here for one in your area) give it a THOROUGH look. This can prevent you much unanticipated hell in your early ownership period.
'90 is the first year with ABS and air bags. I think service needs to be done on airbags every 10 yearsish... see if that's been done. Also you didn't mention manual or auto tranny. Autos tend to be dogs all around, esp. in the non-turbo S. They're slow and they like to go prematurely kaput.
Make sure tires, brakes in good order. Like I said, don't be cheap on that pre-purchase inspection. I was on my '89 and regret it.
