I'm no ECU expert, but here's what I know about the "computers" in my 1990 Saab.
There is the "APC" box, that is on the front left side of engine bay. It can be yanked in mintues.
The "ECU" (brains of the engine) box is in the passenger cabin. Also, minutes to yank.
Parts costs for these vary wildly. Do you want used? New? rebuilt? Modified?
Sounds like you need to step back to square 1 and make sure you're solving the right problem. I'm no expert. There are real gurus on the is BB.
First, are you willing to become a trouble shooter and do any of the work yourself? If so, you're going to want to pick up a Bentley manual (see link at bottom page). It will pay itself off many times over. If you buy through amazon, a portion goes to this website. Or try one of the trusty sponsors.

Do this, start a new post... Mention the following:
Car (year/model/engine)
Symptoms in as great of detail as you can.
What do you do? What happens, what doesn't happen. Sounds, smells, etc.
If you're like a lot of us on this BB, you'll get the Bentley, ask a few questions, and before you know it you'll be spinning wrenches and adding up the money you're saving by not paying full retail on parts and big rates on labor. Some things are best left to the pros, but a lot of routine things can be DIY jobs. Another thing, without this BB I probably would have dumped my C900 in frustration. You don't exactly see Bentley manuals at the local Pep Boys... The folks on this BB have helped me diagnose things, and told me how they fixed the problems. There is endless knowledge and experience here, and we're all here to keep the cars we love on the road.
To state the obvious, you need to find a new mechanic. Where are you located? Knowing your mechanic is good can make your car ownership experience much better.
All that said, you may want to make sure you're getting spark and fuel. Also, can the car be jumped? Is it a battery, alternator, or starter issue? "Car doesn't start" is a VERY different problem from "ECU is blown". Yeah, a blown ECU may cause the car to not start, but a bad fuse, fuel pump, battery, starter, wire, or ???? could cause the same problem.
