I had the prob with my 87 16v. You may have a Vaccuum leak or the AIC valve is stuck. I found the AIC valve on top of the Thermostat housing, there is a 1in diam. hose from the Intake manifold heading towards the passengers side of the car that is connected to the AIC. Take the valve off and spray some Carb cleaner or Wd 40 in this valve and with a flat blade driver, turn the gear wheel you see. Then reinstall and see how she runs.
