I pulled one apart that wouldn't stay up for right turns just to see what was going on and ended up fixing it.
Anyway, you take off the arm as Andrey describes and you can split the housing apart by careful prying. You will then see how the little roler at the end of the shaft catches on a flat ledge at the end of the arc that it rolls in. The edge of this ledge gets rounded and you can restore the flat surface with a small grinding wheel on a dremel. You should JBWeld the case together when you reassemble the turn signal, because you will have knocked the peened lips off the fastening pegs when you pryed the thing apart. I tied to re-peen them with no luck. Jim Moncrief at sobstory chuckled when I told him about this restoration project. Moral of the story, he has new ones cheap.
