May be head gasket or head itself. Your compression test does not absolutley indicate a problem, though it may still be one. You indicate a 5% difference between 1&4 and 2&3 which is within reason. Try a hot and a cold compression test to see if there is a difference. If it is warm, the cooling system is under pressure and will possibly leak coolant into the cylinder when warm and may indicate a rising or higher compression. Is there any trace of coolant in the oil? Do an oil drain and carefully inspect the bottom of the drain pan for water/coolant droplets. Coolant loss could be hose or radiator leak. Rough running is also an indicator, but it could also be an ignition problem, too. Before you go to all that trouble of a head replacement, make sure you have the culprit. If you do remove the head, it would be advisable to have the head checked for cracks as well. 8V heads seem to be more susceptible to cracking if you believe all you read. good luck.
