It looks to me like the recess the plugs sit in was partially filled with that oil, and it drooled onto the threads as you were taking them out. There is virtually no way the oil could have worked its way up the threads and past the compression seal (unless the plugs were only hand tight). Perhaps in the past there was a valve cover leak which was fixed prior to somebody replacing the plug near the distributor (why would somebody replace one plug?). Some of the residue stuck in the wire boot which is why you see a small amount on the newer plug. If oil sat in those recesses for a long time, the heat would drive off the volatiles leaving a thick tarlike substance.
Change the plugs (all of them) and check on them again in a couple of weeks.
