Power steering problem...long, but worth it (he begged)

When I start my 1989 900S cold, the wheel is hard to turn and makes a sound kind of like an elephant or foghorn with a slight "hiss" as well. I stop car, open hood, take cap off p/s fluid res. and it is FOAMING. (No leaks from rack or hoses by the way.) So I go eat, come back 45 minutes later, and no problem and no foaming. This scenario has happened exactly the same way for 3 days now. The sound the wheel is making is scary...like a car taking a corner too fast but not as high-pitched a squeal; and the steering is harder than normal. Hope someone can help me, since I'm getting ready to drive 800 miles each way from Georgia to Pennsylvania later THIS WEEK. Oh, I changed the fluid out today in res. and same thing happens. And it doesn't matter how far/long I drive, it STILL sounds like a foghorn and is hard to turn (in fact, when stopped at a light, the wheel will NOT TURN AT ALL). But park, wait a while, get back in...no problem. Sorry for the length of this, but I wanted to pre-answer and questions I could.
Thanks, and bless you if you can figure this one out!
