The ignition switch relay runs fuses 4-13 plus the horn relay. This would be: Wipers, AC, blinkers, tach, rear-view mirrors, cruise, ventilation fan, dash and glovbox lighting, windows, sunroof, heated seats, interior lights, back-up lights, cigarette lighter.
This sounds very similar to your list. The ignition switch relay is energized off of terminal +54 on the ignition switch, but only in the run position. This removes all of this extraneous electrical load during cranking to maximize amperage available to the starter. This is why the mechanic called it a Load Reduction Relay, although I have never heard it referred to as this. Maybe he also didn't want you to just go out and buy one yourself considering it is less than a 30 second job to change it.
Looking down at your main fusebox from the top, standing next to the drivers side fender, the ignition relay is the relay closets to you at the far left. Located in slot E and listed as component #21. If you pull it out it should have 4 terminals: 30, 85, 86, 87. (They should be labelled on the bottom or side of the relay)
Take a multimeter and check for constant +12 volts where pin 30 would sit. Check for continuity to ground at terminal 13. Throw a jumper between 30 and 87 and all of your electrical stuff should come to life. The final test is to check for +12 volts at terminal 86 when the key is in the run position. If all of these check out then the relay is bad. If you do not get +12 volts at terminal 86 when the key is in the run position, the problem is likely a fried ignition switch. Also check for some resistance bewteen pins 85 and 86 on the relay. You should read the resistance of the solenoid windings.
