Sometimes the idle oscillates with a vacuum leak and sometimes it doesn't.
Your situation sounds like you have something in the induction system that is closed to the atmosphere under vacuum conditions and open to it under pressure conditions. Now, whether it's actually dumping pressurized air before it goes into the intake manifold or whether there's a hose leak to the boost gauge is something that we can't tell over the internet. *You* have to look for it.
When you checked the hoses (which you didn't mention in the start of this thread), how did you do it? How old are the vacuum hoses? If they're old (you haven't said how old they are), replace them.
Check the other stuff I mentioned in my original comments. The turbo system in SAABs is pretty simple - there are only a few things that can go wrong and what you described at the start of the thread points to the things I described.
