water valve, alternator

Howdy. First post here, but could use some advice. Vehicle is 1993 900S 3-dr, 71,000 miles. Two questions, if you wouldn't mind having a go at them.
1) Above the alternator is a water valve - according to the dealer - but they don't know what it does. They do know the important stuff, however, which is the price of replacement. Mine is leaking, so I need to replace it, but what's its function?
2) The alternator sits cocked with the pulley end pointed slightly inboard, and there is play in the pivot. More accurately, the alternator can rock on the pivot as well as rotate on the axis. The pivot bolt doesn't appear to tighten the alternator into position, but merely lets the alternator pivot freely when the adjuster is moved. The play seems odd, since it's not a continuously moving part. The bracket from the engine block to the adjuster seems a bit loose as well, but the retaining bolt on the block is tight. The result is that the inner belt on the alternator has more tension than the outer belt. Is this typical?
I purchased the car at 4900 miles, and this component has neither been removed or adjusted in the 65,000 miles while in my care.
Thanks in advance.
Kind regards,
Lyndon
