As others have said, it's doable. The only thing which complicates matters is the ignition system, as the '89 uses EZK and the '90T uses simple Hall-Effect. In theory, the EZK system will power the turbo motor, but there are some issues that would need to be worked out. On the contrary, ripping out the EZK system and replacing it with the Hall-Effect system isn't all that much work, and would probably simplify things in the end.
Things to know:
o EZK from '88+ uses a crank position sensor, instead of a Hall-Effect sensor. When you pull your '89 motor, you'll be pulling the crank position sensor. Retrofitting it onto the '90 motor would require a fair amount of work.
o EZK has no vacuum diaphragm to account for boost. If you do not plan on installing APC in the car, this may not be a problem, as 4-6psi wouldn't be enough to upset anything. If however you plan on running the full 12psi, I don't think EZK would be a good choice. In theory, you could get a distributor from an '86-'87 16vNA and use its distributor with the EZK box, *and* install the vacuum diaphragm from the turbo car. You can't do this on the '89 EZK system, as the distributor on that car is nothing more than a hollow shell - it doesn't actually do any ignition work other than get spark from the coil to the plug.
o I *think* you'd be best off using the fuel injection computer from the '90T, but in doing so I don't think EZK would work anymore. EZK outputs some info to the fuel injection computer (and gets some back) and the Turbo ECUs aren't wired to provide this link.
That's what comes to mind. The mechanical part of this opetation would be a snap, but noodling through the ignition and APC issues would be a minor - and I do mean minor - hangup.
