The turbo gauge is nothing more than an intake manifold pressure gauge. In the old, pre-turbo days, this was known as an intake manifold vacuum gauge. But since turbos run at positive pressure, vacuum isn't all.
Depending on where the vacuum leak is, and how big it is, you would see it on the gauge. The engine is nothing but an air pump, sucking in air. If you have a vacuum leak on the air filter/turbo side of the throttle plate, the turbo gauge really won't see it. If you have a leak in the intake manifold/throttle body area, you'd see a higher (less vacuum) reading on the turbo gauge. And if it's a small leak, you won't be able to see it - the gauge doesn't have that kind of resolution.
So yes, theoretically the turbo gauge can detect some vacuum leaks. But because of so many variations (idle speed, gauge accuracy, altitude....) unless the leak is pretty big, I don't think it will help. Any leak that big will show up as a pretty big hiss. And a bunch of leaks won't be shown.
Your best bet is to inspect all hoses, check out the charcoal canister, move hoses and listen for an idle speed change, etc.
