Play in the turbo shaft is more an indication of the bearing health, not the seals. I'll back up Jimbo on this one, and say it's probably seals.
However - how much oil is in the intake manifold? Pull the big hose off the throttle body, open the throttle, and wipe inside with your finger. It should be somewhat oily, but lots of oil may indicate that you're getting a little blowby on the one low cylinder. That blowby would pressurize the crankcase, which vents oily vapor into the intake.
For an experiment, remove the crankcase ventilation hose (big hose from valve cover to intake). Plug it on the intake manifold side, and let the hose from the valve cover sit in a container. Let it idle. If this clears up the smoke, then you know it's a blow-by.
However, the intermittent nature and other clues do sound like a turbo seal. Since this tends to degrade slowly, you can probably let it go for a bit until the smoking becomes objectionable. Then see what new seals would run.
