George is right on 11 ft-lbs of torque. you should be aware that a torque wrench is not for cranking bolts really tight, it's really to get them just tight enough without overtightening. These little bolts cannot take much torque and will snap if you try to get them as tight as you can without breaking them.
If your wrench is about a foot long, all you want to do is pull on the handle with an 11 lb force. To give you an idea, the weight(force) of two bricks is about ten pounds. You should use a criss cross pattern. I think the pattern the manual suggests is from outside in, but it's probably not too critical. I would tighten in 2 stages, first to about 5 ft-lbs and then finish to 11 ft-lbs.
