The FPR 'should' close as the pump stops. Then the fuel rail holds some pressure while the return line doesn't. Leakdown can be thru the FPR and/or thru the pump (or elbow) check valve.
A supply-line check valve installed in the return line would dead-head the pump and the fuel rail pressure should climb way too high despite the best efforts of the FPR.
