Check out the rods that actually move the lock itself. Mine were really rotten (86 SPG) and were not moving freely (you could feel the resistance if you used the key). I sprayed some P-Blaster on anything that looked like it should move freely, then locked/unlocked a bunch of times with the key. They work 98% of the time now. If that doesn't help, try pulling the whole works apart and cleaning the moving surfaces with Scotch-Brite, then lubing and reinstalling.
Also, I'd suggest putting the factory fuse value back in. The lock solenoids are supposedly pretty sensitive - you're not supposed to apply straight 12V to them- since they run on a very short pulse from the central locking ECU. Speaking of which, if you aren't getting voltage at the correct pin of the solenoid connector for ~1 second when you actuate the power lock, try swapping in a known-good locking ECU. I forget where it is, but it's in the Bentley manual. If you don't have one, drop me a line and I'll look it up for you.
