I'm still thinking that your vacuum resevoir checkvalve (under power steering tank in pass fender well) is shot. Without a good checkvalve turbo pressure gets into the heater control vacuum hoses. To test, blow hard into the hose that goes to this valve. No air should pass, if valve is good. Conversely, when you suck on this hose you should be able to get some air until you have built up a vacuum in the tank. If a hose is off under the dash, you will not be able to hold a vacuum at all when the switch is set to the loose hose under the dash.
I would also pull your radio and its DIN box so you can see what's up with the vacuum hoses on the back of the vent selector switch. Make sure all the hoses to the flap "motors" are connected.
