First off, does the boost gauge go negative (far counterclockwise) when idling? It should be like 8 or 9 at idle, rising up as the engine speeds up. This would at least tell you that the gauge is connected. With the car off, the gauge needle should point to the little gap between white and yellow. If the gauge doesn't read negative when idling, there's something wrong with the gauge or the plumbing to it.
Next, is the car driveable? A turbo with absolutely no boost is a real dog. Are you sure the turbo isn't boosting, just the gauge doesn't indicate it? As you drive the car, the boost gauge should go higher up into the white (less vacuum). But if it can make it to the top of the white, near the yellow, then there is at least some boost, because a non-turbo engine always runs at some intake vacuum; it takes a turbo to get the intake to atmospheric pressure.
If you determine that the gauge and plumbing are right, my first guess would be that the wastegate is stuck open in some way. Maybe the wastegate actuator is stuck, or adjusted wrong. Make sure the linkage from the wastegate actuator to the wastegate moves. The actuator should pull in strongly, due to a spring there; pressure pushes it out. If the spring is shot, almost any pressure would do it. If you can feel the spring working in the actuator, disconnect the hose to the actuator and take the car for a ride.
