Did you just order, or just install the brakes. Are you describing an existing condition, prior to installing new stuff?
Adjusting the e-brake after a brake job can be a tad tricky. Part of the instructions describe backing off the 4mm allen during the removal of the old pads. When you install the new ones, the new pad thickness means that you will have to screw the allen back in a lesser amount. The rule is screw it until til the rotor is resisted when moving by hand, then back off 1/4 to 1/2 turns until it moves freely.
If you are describing an existing grinding sound, you may have a stuck ebrake cable (remove the wheel - you can see the cable and its actuator), or something may be stuck between a pad and the rotor or the rotor dust sheild may be bent and contacting the rotor.
