If the ignition noise suppression capacitor is bad, you will get a spark tick in the radio. A whine is normally caused by electric motors or the alternator. If the noise is engine rpm proportional, I would check the short black ground wire from the alternator frame to the block, for partial breaks and loose or bad connections. If the alternator brushes are about gone or the regulator has an intermittent bad connection you might also get some noise. Replacing the regulator will cure this.
Also, run the interior fan at different speeds to see if the noise follows the rpm of the motor. The motor could be going or you might just have a bad ground. Last, clean and tighten all your main grounds. If none of those fix it, pull your front speakers and listen to them while you wiggle the speaker wires.
