The red line is roughly the equivalent of 12 psi, which is the upper limit of the early stock turbo car. You can increase the boost, but you're also risking damage to things like the head gasket, the pistons (from localized overheating), and the valves (from pre-ignition hot spots). The standard ways to prevent damage to an engine being pushed beyond the stock limits and to keep the charge temperatures under control are installing a performance head gasket, adding an intercooler and a water injection system.

Once you get your red line boost, then you have to begin worrying about the extra strain to the drive train system. Cars designed to run at higher torques include suspensions and transmissions that can handle the stresses. My essentially stock 82T is outfitted with three modifications which consistantly creates boost to 10psi under almost every outdoor temp condition - an intercooler, a boost controlled fuel warm-up/boost regulator and a modified distributor vac advance unit for additional timing retard during boost. When accelerating at the highest boost levels I can hear and feel the additional strain on the transmission and suspension. Any more and I'm just asking for stuff to break.
