I'm sure several have tried it, myself included. It really depends a lot on the wheel itself (shape) and the finish you want. I've redone simple wheels as an experiment and been happy, but I've also tried refinishing complex-shaped wheels and been disappointed.
If you're redoing the polished lip, it should not be that hard. I experimented on an extra set of Enkei 5-spoke wheels and turned the black finish (whole wheel was black) into an Aero-like wheel, with a grey center and a polished lip. The results are okay, but far from professional. Getting a polished finish was easy (wet-sanded it with fine grit paper, then went over it with a polishing wheel attachment for a Dremel) - the hard part was getting into corners and such. I just don't have quite the right equipment for this. You may have better luck, since your wheels already have the polished lip, and you don't need to remove any unwanted paint.
